PUBLIC NOTICE - - - (Case No. PD25-03-D) CITY OF CENTRAL ORDINANCE NO. 2025-17 AN ORDINANCE TO APPROVE A PLANNED UNIT DEVELOPMENT PRELIMINARY PLAN FOR THE OAKS AT DRAUGHAN CREEK AND TO PROVIDE FOR RELATED MATTERS. (Greenwell Springs Rd., Tract A-1 of Jesse Inmam & F.E. Morgan Property) WHEREAS, an application (PD25-03-D) has been submitted by Mickey L. Robertson, MR Engineering and Surveying, requesting approval of a preliminary plan for a Planned Unit Development for The Oaks at Draughan Creek; WHEREAS, the 111.77-acre property is located on the west side of Greenwell Springs Road, about 0.5 miles south of Magnolia Bridge Road on proposed Tract A-1 of the Jesse Inman & F.E. Morgan Property; WHEREAS, the property is currently zoned R-1 (Single Family Residence) and its existing use is AG (Agricultural) and undeveloped; WHEREAS, the applicant has requested a Planned Unit Development Preliminary Plan for 69 single-family lots, 19.65-acres of open space including a walking trail, new private streets in a 50-foot private right-of-way with subsurface drainage, mountable curb and gutter, sidewalks, and new public sewer lines and a new sewer pump station; WHEREAS, a public hearing was held on August 28, 2025 before the Zoning Commission to consider approval of the applicant’s requested Planned Unit Development Preliminary Plan and the Zoning Commission recommended approval of PD25-03-D; NOW THEREFORE, BE IT ORDAINED by the Council of the City of Central, State of Louisiana as follows: Section 1: That the subject Planned Unit Development-Preliminary Plan as applied for and described in more detail in the attached Staff Report (Attachment A) is approved subject to the following conditions: a. The exterior finishes of the houses shall only consist of brick, hardy plank, natural stone, or wood. b. Compliance with the Louisiana Planned Community Act (La. R.S. §9:1141.1, et seq.) and to specifically be bound to issuing a public offering statement as described in La. R.S. §9:1141.43(A)(1)-(19). c. Amenities proposed must be completed before the issuance of the thirty-fifth (35th) building permit. d. Final development will come back to the City Council for approval. Section 2: Conflicts. The specific terms and conditions of this Ordinance shall prevail against other ordinance of the City to the extent that there may be any conflict. Except for the foregoing, the development and use of the subject property is subject to the terms of all applicable ordinances and regulations of the City of Central, including any amendment thereto. Section 3: Severability. If any section, subsection, sentence, clause or provision of this Ordinance is declared by a court of competent jurisdiction to be invalid, such declaration of invalidity shall not affect the validity of the Ordinance as a whole, or parts thereof, other than the part declared invalid. The remainder of the Ordinance shall not be affected by the declaration of invalidity and shall remain in force and effect. Section 4: Effective Date. This Ordinance shall be effective upon publication. Introduced before the Council on September 9, 2025. Notice of public hearing was published in The Advocate on the 10th day of September, 2025.
