PUBLIC NOTICE - - - - 1 - CAILLOU ISLAND FIELD 25-456 and 25-457 LEGAL NOTICE STATE OF LOUISIANA, DEPARTMENT OF CONSERVATION AND ENERGY, BATON ROUGE, LOUISIANA. In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, DECEMBER 16, 2025, upon the application of HILCORP ENERGY COMPANY. At such hearing the Department of Conservation and Energy will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the 86-73 Zone, Reservoir A, in the Caillou Island Field, Terrebonne Parish, Louisiana. 1. To dissolve the existing drilling and production unit created as the 86-73 Zone, Reservoir A, created by the Department of Conservation and Energy Order No. 411-GGGGG-2, effective November 14, 2017, and to simultaneously create an identical single reservoirwide drilling and production unit for the 86-73 Zone, Reservoir A, designated as CI 86-73 RA SU, in accordance with the provisions of LA.R.S.30:5(C) (Act 441 of 1960), for the exploration for and production of oil, gas and condensate from the 86-73 Zone, Reservoir A, all as shown on the plats submitted with the application. 2. To require that the reservoirwide unit be operated in accordance with a plan of unit operation proposed in accordance with the aforesaid statute and the terms and provisions of the written Unitization Agreement, which will be approved by a minimum of three-fourths (3/4) of the Working Interest Owners and Overriding Royalty Owners and three-fourths (3/4) of the Royalty Interest Owners in the Unit Area, which said Unit Agreement will be filed with the Department of Conservation and Energy on or before the date set for the hearing. 3. To force pool and integrate all separately owned tracts, mineral leases and other property interests within the reservoirwide unit and all of the leases, mineral and royalty rights and other interest of every nature whatsoever relating to or affecting such lands, including the rights and interests of any and all parties who have not heretofore executed the written Unit Agreement therefore on a surface acreage basis of participation. 4. To designate Hilcorp Energy Company as operator of the proposed reservoirwide unit. 5. To provide an appropriate unit allowable which may be produce from any well or wells completed in this reservoir which, in operator’s opinion, will efficiently and economically deplete the reservoir. 6. To authorize the institution and operation of systems of pressure maintenance by the injection of gas, water or any other extraneous substance in connection with a program of secondary recovery. 7. To authorize the drilling, completing or recompleting of additional wells, if deemed desirable, at optimum positions in the reservoir in exception to the spacing provisions contained in LAC 43:XIX.1901, et seq. (Statewide Order No. 29-E). 8. To authorize and provide for the operator of the unit to produce the reservoir at a maximum efficiency rate, including injection of water, by initiating, as required, upon proper showing of feasibility and after obtaining the written approval of the Department of Conservation and Energy and without the necessity of a public hearing, secondary recovery operations to increase the ultimate recovery of hydrocarbons minerals. 9. That except to the extent contrary herewith, the provisions of Order No. 411-GGGGG-2, effective November 14, 2017, as amended and supplemented by the 411-GGGGG Series of Orders, shall remain in full force and effect. 10. To consider such other matters as may be pertinent. The 86-73 Zone, Reservoir A is hereby defined as being the stratigraphic equivalent of that oil, gas and condensate bearing zone encountered between the depths of 9,330’ and 9,800’ (electrical log measurements) in the Hilcorp Energy Company(Texas)-SL 301 No. 373 Well (SN 208623), located in Township 23 South, Range 19 East.
